The report outlines a range of locations in Kenya, Mozambique, Tanzania and South Africa that have been affected by heroin as it is transported from Afghanistan to developed countries. The report details how the heroin trade can cause rapid urban development in places that have poor local governance, and that this can lead to high levels of organised crime and police corruption.
